One can understand the storm of emotion in Tajikistan which has been caused by President Dmitriy Medvedev's statement in Tashkent. [Talking about the construction of hydroelectric power stations in Central Asia with Uzbek President Islom Karimov in Tashkent, Medvedev said that if there was not a general agreement among all the parties, Russia would refrain from taking part in such projects].
