They came up April 3rd.  Last year it was March 14th.  

Fully opened on May 7th.  Last year it was April 15th.  This is the best direction to shoot from unfortunately.

An unfortunately cloudy, uninspiring day. However, today's boulevard snow melt revealed the tulips had already emerged from the ground and into the snow.
