Drawing on ideas favored by conservatives and given new voice by "tea party" activists, Republicans will unveil Thursday a governing manifesto that calls for dramatic cuts in government spending, repeal of the new healthcare law and a strict constitutional test for every proposed law, according to a draft of the plan.

The 21-page blueprint, called "A Pledge to America," offers the most detailed picture yet of how Republicans would address national issues if they win a majority in Congress in November, which prognosticators say is increasingly likely.

The first proposal Republicans offer is a familiar one: to "permanently stop all job-killing tax hikes" by extending all tax cuts enacted during the George W. Bush administration. The fate of those tax cuts has consumed much of the debate in Washington in recent weeks. The White House wants to extend the reduced rates only for middle-class earners, and Republicans want to extend cuts to the wealthiest taxpayers as well.

A second major package of proposals is aimed at reversing what Republicans say is "Washington's out-of-control spending spree." They would roll back spending to 2008 levels, with some "common-sense" exceptions, impose a new cap on discretionary spending and halt government hiring for nonsecurity employees.

The biggest issue I see is essentially a return to Bush-era policies. Lets keep his tax plan, his business policies, and a broken health-care system, and hope something different happens this time? Not sure why people would fall for this.

Because they were repeatedly told how much W cared for them and how great his policies were for them. Unfortunately, the middle class thought he was talking to them, instead he was talking to the elite.

Taxes kill jobs? Funny. Last time I checked, the US Government was the largest employer in the country. Where do they think the money comes from for those paychecks??

If W's policies were so great, why is the country in such deep doo doo?

There is not a single economic measure that was better when W left office than when he began! Why?

The reality is, the wealthy did pretty damn good under W's policies. That's why they want to return to them. They don't give a damn about the middle class, or for that matter, anyone not in their class.

GOP ready to open a can of Pledge and polish their collective knobs.

Their platform is 100% boilerplate conservative agenda -- promote the interests of corporations and the ultra-wealthy, appease the intolerance of the religious right, and undermine the progress made toward improving the health and welfare of the middle and lower classes.

99.9% of all legislation is written by lobbyists per president Ford and is still true.

We should expect our representatives and senators to be cognizant of the constitution and ammendments. Why do we allow them to pass legislation that becomes 'detailed' by court actions and again, lobbyists persuading regulators, advisors, boards as to 'intent'.

I am not yet impressed by the list in this article. Tomorrow, more info will become available. Then, we need to read carefully. Is the plan and promise viable.

We do not need another amendment to balance the budget. We need an immediate, progressive war tax to raise about 4 trillion dollars in 5 or six years. We need to spend dollars on soldiers who walk, not pie in the sky missle defense systems.

The terrorists will hit us here by satchel, airplane, suicide bomber. Not by ICBM with MIRV.
