Can I transfer domains whenever I want?
Pretty much. ICANN, the governing body that oversees all domain registrars, forbids transfer within 60 days of your last domain name transfer or initial registration (not including .AU domains). So if it’s been 60 days since you first registered it or last transferred it, you may move your domain whenever you like. ICANN policy
Step-by-step instructions on domain name transfers

First, check the email address listed for the administrative (admin) contact on the domain to be sure it’s current. (With .AU domains, the admin contact is referred to as the registrant contact.) Your current registrar and Go Daddy will both need this address to keep in touch with you during the domain transfer process.
How to change your admin email address
The next step is to unlock the transfer domain name. Ask your current registrar how to do this. Depending on the domain you’re transferring, you may need an authorization code (a.k.a. EPP code or transfer key). These codes aren’t necessary for all transfers – for example, country-code Top-level Domain Names (ccTLDs) such as .UK and .DE don’t require them. If you need a code but can’t find it in your account, contact your current registrar. -
Purchase a Go Daddy domain transfer, choosing from these options under Select Your Transfer Nameservers:
Keep the existing nameservers. Choose this option if the domain name you’re transferring has a website associated with it. This will ensure the website keeps running during the transfer. Use our park nameservers. If you have email with us for the domain name, are using our Off-site DNS, or created a Premium DNS transfer template prior to the transfer, select this option. NOTE: If you select this option and are not using Off-site DNS or a Premium DNS transfer template, we park the domain name on our parking nameservers and create a default zone file in your account with us. You can use the Zone File Editor in the DNS Manager to customize the new zone file. For more information, see Managing DNS for Your Domain Names.
When your purchase is complete, we email the administrative contact for the domain the codes needed to authorize the domain transfer. -
A few final steps:
a) Log in to My Account on GoDaddy.com. b) Click the Launch button next to Domains. c) Pull down the Domains menu in the upper left and choose Pending Transfers. d) Click the Authorize Transfer button in the upper right. e) Enter the Transaction ID and Security Codes we emailed you into the fields provided and then click Next. Resend my transfer codes f) Choose I authorize the transfer and click Finish. g) Click OK.
Done!
Note: Transferring .UK, .CA, .EU, .ES, .SE and .AU domain names involves additional/other steps.
How long will I have to wait for my transfers to be complete?
Depending on the domain, your domain transfer may take anywhere between five and seven days. Refer to this list for rules governing transfer of country-code Top-level Domains (ccTLDs).
