Gibbs is out; Ziva has pointed him out as a father-figure. Incest is beyond icky; like Gibbs & Abby, just as wrong. Rule 12-plus the whole abuse of power under color of authority (don't sleep with a subordinate unless you want to bankrupt the firm).
Tony is out. Rule 12 if nothing else. But more importantly, after Ziva pulled a gun on him, physically assaulted him in Tel Aviv that ended Tiva right there as anything plausible. If positions were reversed, people would flip over a woman continuing a romance with a man who beat her. Why should Ziva get a pass? If Tony hooks up with Ziva, it's an insult to anyone who has survived domestic abuse. 'Oh, she was distraught over Rivkin.' Doesn't fly any more than 'Sorry I broke your jaw, honey, I was upset about this jerk at work, it won't happen again.' Only on TV would they keep two characters with that kind of violent past on the same team. A real world supervisor would transfer someone-permanently.
