Former New York federal prosecutor -- and newly-minted Fox News contributor -- Andy McCarthy said federal law was "completely distorted" to exonerate Hillary Clinton and "scorch the Earth" against President Trump.

"It boils down to whether you believe Hillary Clinton acted with criminal intent," he said of how readers will analyze Inspector General Michael E. Horowitz' report.

McCarthy said federal authorities "rewrote the Espionage Act" to try to prevent Clinton from being charged.

"The reason they didn't scorch the Earth like [Robert] Mueller [is in his investigation of Trump] is because they didn't think they had a case [against Clinton]," McCarthy said.

"They completely distorted the law and everything else was for show."

In his report, Inspector General Michael E. Horowitz found no evidence that the Clinton email probe was affected by bias.
