Radio host Tammy Bruce said the government over past administrations "effectively subsidized" the custom of families crossing the border together rather than individuals illegally crossing alone.
"If you have a child, you [were] caught and released," she said, in the wake of criticism that the Trump administration is "separating" children from families in order to detain them.
"Families know there's a better chance" that they will be released, Bruce said.

She said that individuals crossing the border alone are often summarily detained.
Bruce added that in addition, lack of documentation could suggest some adults accompanying minors are simply "posing as parents."
